When you create a Referral Circle, you're the owner of that circle. Circle Owners have approval over who can Join the circle. To change Circle Ownership, a Circle Owner can simply leave the Referral Circle. Once this happens, all remaining circle members receive an email asking them if they'd like to take ownership. If the previous circle owner still wants to be a member of the circle, they can request to re-join the circle. (see below)
